I rather like the design you put forward; in fact, I like it better
than the TMCL strawman, though now that I look more closely at the
TMCL strawman the main difference is that you allow custom error
messages, while it does not.
BTW, if you used topic maps for the schema you could use scope to
provide error messages in multiple languages, and you could also give
your constraints identity, should you want to.

| I have no problem with that. I just think that if we can have
| "compact schema" syntax we can aslo have "compact rule" syntax.
Oh, I agree. So rather than change the syntax you could in fact define
a mapping to TMDM. It might be easier to just use LTM, though.
